First add some bamboo and trees where the cliffs will be.

Then put the cliffs on top of the trees at different lengths so the water can flow down.

Next add some shallow water in the space between the cliffs and at the bottom where the water is deposited. Also on the top, where the water is coming from. Add some deeper water at the bottom and top because there would be more water in those places.

Finally add some Gaia objects to make it look better and more realistic.

And here is the final result.
